PANAMA CITY – An 82-year-old local black farmer has filed a discrimination suit against the state. Columbus Smith claims a new medical marijuana law won’t allow him to obtain a cultivation license unless he’s a member of the Black Farmers Association, according to court records. The lawsuit states that the special law is discriminatory and asks the courts to overturn the legislation.
